Bid preparation and cost control for construction and industrial projects
Bidmet provides advisory services for preparing tender bids, reviewing bids already prepared, and tracking costs after contract award. The work is carried out with the Bidmet software, developed for this purpose.

The Bidmet software
The software ties every part of a bid together in a single model.
Item-level cost model
Each work item is analysed separately by labour, materials and equipment.
Adjustable norms
Productivity norms and factors are variables; when one changes, the model updates.
Equipment analysis
Cranes, pumps and similar equipment are costed by machine-hours in a separate section.
Indirect costs
Site staff, site facilities and mobilisation are calculated against the project duration.
Commercial parameters
Contingency, overhead, financing, profit and taxes, in different currencies and tax regimes.
Productivity indicators
The bid is checked with unit man-hour ratios for each discipline.
Schedule
Durations and the crew plan are derived from man-hours and crew capacity.
Outputs and backups
Management summary, Excel export and a separate backup for every revision.
Method
Document review
Tender documents, drawings and specifications are reviewed; gaps and contradictions are listed.
Unit rate analysis
Labour, material and equipment analysis is built for every work item.
Quantity take-off
Quantities are taken off and matched to the items.
Bid file
Cost, schedule and commercial terms are delivered in a single file.
About
Bidmet is run by Rauf Bilgin, a civil engineer (MSc). The work draws on 20 years of experience in engineering and bid management. That experience was gained on projects in Türkiye, Russia, the UAE and Turkmenistan, across every stage of the bid process: from reviewing tender documents and estimating costs to presenting the bid and negotiating the contract. Working languages are Turkish, English and Russian.
Working principles
Transparency
Every assumption and the source of every figure is open to the client.
Confidentiality
A client’s documents and prices are used for that job only.
Independence
No work is taken where there is a conflict of interest, and two bidders in the same tender are never served.
